Minutes of the Council Meeting held on Tuesday 13th September 2016
at the Church Room
Present Cllrs N Wyer, R Yeldham, and M Baldock. Parish Clerk L Charlesworth.
Also present: Cllrs H Windsor and H Fitzgerald; Mr I Frow, Mr N Shaw and Mr J Alderton.
13/0901 Co-option of new Councillor, Mrs Jane Howard and signing of declaration of acceptance of office
13/0902 Apologies Cllrs B Gosling, G Wates and P Bond; Mr M Johnson.
13/0903 Minutes The minutes of the last meeting were approved and signed.
13/0904 Declarations There were no declarations of interest
13/0905 County Councillor Cllr Windsor reported on the complaints by local horse owners on the behaviour of cyclists in races on Sunday 4th September and Sunday 11th September. Clerk to contact events organiser of 11th September and urge them to give adequate notice of races and put up notices on the route in adsvance. Steve Cunnah, Highways Manager from SCC, with Cllr Wyer and Cllr Windsor, recently inspected wetspots in village including the sewage problem outside Lloyd Hall. Cllr Windsor to chase Steve regarding Green Lane road surface.
13/0906 District Councillor Cllr Fitzgerald reported on a possible decrease in cost to airlines of night flights at LGW which may result in an increase in night flights. He reminded of the Local Committee meeting on 23rd September.
13/0907 NT Not present; no report received. Cllr Baldock to approach the NT volunteers regarding some ‘tidying up’ on Dayseys Hill.
13/0908 Planning No applications
13/0909 MUGA/Wells Field Nothing to report. Litter is becoming a regular problem.
13/0910 Play equipment Cheque sent for part payment; awaiting confirmation from TDC and Safeplay before final payment is made.
13/0911 Training Parish Assembly meeting on 21st September. Local Committee 23rd September.
13/0912 Route 4 Update from I Frow on Route 4 and future visit to Swannick regarding vectoring. Open meeting in Horley on 6th October,7.30pm Yattendon School.
13/0913 Defribrillator Approval has been received from the Patrick Evans Foundation to fund the debrillator. Cllr Wyer to contact John Kempton to order. Clerk also to contact LH as to whether they have an electrician they usually use. Cllr Baldock to investigate sources of funding for installation. OPC to fund £100 approx pa maintenance cost.
13/0914 Law and Order Police – Not present and no report.
Neighbourhood Watch – Residents are urged to mark property or make a list of registration number so that any recovered stolen property can potentially be reunited with its owners..
Speedwatch – 5 forays since last meeting including Millers Lane .Will continue until end October
13/0915 Reports Highways and Speed Limits –Dayseys Hill has been cut and cleared. Dog and Duck signs have been reduced to 2 plus advertising of tractor experience which is illegal. Cllr Gosling to continue to monitor.
Lloyd Hall –no report
Aviation and Transport RACC meeting tomorrow. Mr I Frow to attend on behalf of the OPC.
