Draft Minutes of the Council Meeting held on Tuesday 14th April 2015
at the Church Room
Present Cllrs I Frow, R Yeldham, N Wyer and M Baldock. Parish Clerk L Charlesworth.
Also present: Cllrs H Windsor, and P Bond, Mr B Gosling, and Mr J Blackmore.
14/0401 Apologies Cllr B Monk, Cllr A Jones, Mr M Johnson and Mr N Shaw.
14/0402 Minutes The minutes of the last meeting were approved and signed.
14/0403County Councillor Cllr Windsor will be chasing repairs to the barrier by the culvert on Outwood Common at the corner of Millers Lane. A request was made for a road sign warning of deer on Brickfield Road following an accident there.
14/0404 District Councillor Cllr Bond advised that planning approval had been passed for 16 houses in South Nutfield. He told the council that for nomination of land for development it is advisable to have the landowners approval. There was general discussion about the application for the extension of the churchyard. Cllr Wyer to investigate with TDC/SCC whether improvements can be made to the footpath at Path End.

14/0406 Planning The clerk advised that a revised application had been received for Fox Platt Farm, without accommodation
14/0407 Cyclists Clerk to contact SALC to find out what efforts Parish Councils in the Dorking area are having to make due to the increased number of cycle events.
14/0408 MUGA/Wells Field Still to establish arrangements for the Wells Field during the Outwood Show.
14/0409 Play equipment Cllr Yeldham to contact Steve Hyder at TDC regarding what groundwork may be required. Sources of funding were discussed including Cllr Windsor’s fund and the Community Improvement Fund.
14/0410 Training Training for new Councillor once appointed.
14/0411 AVM The 2015 AVM was a success. Speakers for the 2016 AVM were discussed; perhaps someone from SCC Highways Dept.
14/0412 Little Collins A replacement road sign for Little Collins is due to be fitted next week.
14/0413 Law and Order Police – Not present and no report.
Neighbourhood Watch – Report received; nothing to report.
Speedwatch – Some activity this month on Green Lane.
14/0414Reports Highways and Speed Limits –The requirements of ‘the Hub’ for cutting Dayseys Hill were discussed.
Lloyd Hall – Nothing to report.
Aviation and Transport– RACC meeting 15th April
Community – Nothing planned at present.
14/0415Finance 140415/1 The payments list was approved.
140415/2 An annual safety inspection is required; Cllr Yeldham to contact Steve Hyder at TDC
140415/3 The Clerk’s report was accepted. A payroll system has been set up. For 2015/16 payments of the Clerk’s tax will be made directly to the HMRC 3 times a year.
