Draft Minutes of the Council Meeting held on Tuesday 19th May 2015
at the Church Room
Present Cllrs I Frow, R Yeldham (part), N Wyer, B. Gosling and M Baldock. Parish Clerk L Charlesworth.
Also present: Cllrs H Windsor, G Wates and P Bond, Mr N Shaw, Mr J Alderton and Mr J Blackmore.
19/0501 Election of Chairman Cllr I Frow was elected unopposed (Prop Cllr N Wyer, Sec Cllr M Baldock
19/0502Declaration of Office Cllr I Frow signed the Statutory Declaration of Office.
19/0503 Vice Chairman Cllr N Wyer was elected Vice Chairman unopposed (Prop. Cllr I Frow, Sec Cllr M Baldock)
19/0504 Apologies Cllr A Jones, Mr M Johnson and PC P Baker.
19/0505 Minutes The minutes of the last meeting were approved and signed.
19/0506County Councillor Cllr Windsor informed the meeting that a road sign warning of deer on Brickfield Road had not been approved. She raised the issue of buses through Smallfield possibly being axed and encouraged residents to write to SCC. Some dips on Outwood Lane have been filled in, but there are still dangerous potholes. Cllr Windsor will be chasing this up as well as repairs to Green Lane.
19/0507 District Councillor Cllr Bond introduced our new District Councillor, Guy Wates, and encouraged the PC to fill in the settlement survey. He also mentioned problems with flytipping, plus a CPRE meeting in Godstone.
19/0508 NT Not present and no report.
19/0509 Planning 2015/769 The Stables, Prince of Wales Road: Demolition of existing utility room. Erection of double garage to front elevation and dormer to rear elevation. 2015/766 Woolborough Hatch, Woolborough Lane: Demolition of existing garage. Erection of two storey side extension incorporating Juliet balcony to rear elevation. Formation of first floor balcony to existing front elevation and pergola structure to rear elevation.
19/0510 Cyclists Clerk to contact Hazel Watson, a County Cllr in the Dorking area, about how promote safer cycling.
19/0511 MUGA/Wells Field Concern was expressed about the protection for the path on the Wells Field during the Outwood Show being inadequate.
19/0512 Play equipment Cllr Yeldham informed the meeting of possible sources of funding, Cllr Windsor’s fund and the Community Improvement Fund. The siting of the playground was discussed.
19/0513 Training Cllr Gosling attended a course on 18 May, and will also be training on 9th July.
19/0514 Venue for meetings It was agreed that the 7thJuly meeting would be held in the Alan Chilvers Room at the Lloyd Hall as a trial. Tables and chairs would need to be set up in advance.
19/0515 Little Collins A replacement road sign for Little Collins has been put up; there are still some problems with residents parking on the road.
19/0516 Law and Order Police – Not present and no report. Concern was expressed that there has been no information from either the police or neighbourhood watch on the recent burglary, and cold calling scam crimes in Outwood
Neighbourhood Watch – Not present, and no report.
Speedwatch – Some activity this month on Brickfield Road.
19/0517Reports Highways and Speed Limits –Clerk will chase ‘the Hub’ for a reply on the change in requirements for the cutting of Dayseys Hill . Clerk to contact R Kirkland regarding problem with sightlines on Prince of Wales Rd.
Lloyd Hall – Meeting 28th May.
Aviation and Transport– There may be a possible delay on the decision on LGW’s 2nd runway because of air pollution surveys.
Community – Cllr Yeldham has been appointed as a new church Warden for St Johns.
19/0518Finance 190517/1 The payments list was approved.
190517/2 MUGA An annual safety inspection is required; Cllr Yeldham to contact Steve Hyder at TDC
190517/3 The Clerk’s report was accepted. The new transparency code was accepted, and will be in place from 2015/16 when the PC’s turnover returns to below £25,000.
