OUTWOOD PARISH COUNCIL                    

Draft Minutes of the Council Meeting held on Tuesday 9th February 2016        

at the Church Room

                                               Also present:  Cllrs H Windsor A Jones and P Bond, Mr N Shaw,  Mr P Collis and Mrs J Howard.

                                              

09/0201 Apologies                Mr M Johnson

09/0202 Minutes                    The minutes of the last meeting were approved and signed.

09/0203 Declaration              Cllr Frow declared an interest in Agenda item 7 as a neighbour to 3 Millers Copse.

09/0204County Councillor   Cllr Windsor reported on the likely increase for SCC Council tax for 2016/7and reminded the meeting of the possibility of applying for a Lengthsman’s contract for the maintenance of verges, hedges and ditches. Cllr Wyer to contact Steve Cunnah.

09/0205 District Councillor Cllr Bond reported on a likely increase in rates by TDC for 2016/7. Residents are responding to the Local Plan with several Public Meetings. The only area in Outwood potentially affected is at the bottom of Rookery Hill west towards the motorway. A potential for a new settlement has been discussed. Cllr Jones reported on an Independent Gatwick Airport Review which has been issued.

09/0206 NT                            Not present; report received. Estovers Day on 28th Feb 130-430pm

09/0207 Planning                        2016/33 Wildwood, 3 Millers Copse Erection of detached garage No local objections. The Fox Platt Farm appeal against refusal of planning permission has been refused. An OPC response to the Local Plan has been drafted and will be submitted. 

                                              

09/0208 MUGA/Wells Field Discussion is taking place between the Village Show Committee and their insurance company regarding the replacement of the damaged post. The safety assessment has been carried out and a report produced. 2 medium risk repairs and 5 low risk repairs needed. MUGA Committee to respond on which repairs can be carried out by the Committee and which will need to be commissioned.

09/0209 Play equipment      A contractor has been selected and work will commence as soon as possible, weather permitting. Additional funding for the equipment was discussed; Cllr Yeldham to make request for funding for a specific item up to the value of £3k to Cllr Windsor.

09/0210 Training                   A SSALC meeting will take place on 11th February which will be attended by 2 Cllrs. The next Parish Assembly meeting takes place on 16th March.

09/0211 AVM                        11th April 2016 booked for AVM in the Lloyd Hall; Jason Russell from SCC has confirmed his attendance. A presentation will be made by SECAMB of a defibrillator.

09/0212 Defibrillator            If it was agreed to have a defibrillator and First Responders could be found, the defibrillator would be kept in a locked box outside the Lloyd Hall.    

09/0213 Law and Order        Police – Not present and no report.

Neighbourhood Watch – NHW representative present and report received. Mrs J Howard and Cllr Baldock to attend Nutfield Police meeting 11th February. Meeting of coordinators this month. Funds are available to increase and improve signage.

Speedwatch – No activity this month.

09/0214Reports                    Highways and Speed Limits   Flooding outside the Lloyd Hall; Thames Water attended and have checked their pipes and these are OK. Cllr Wyer to liaise with SCC.  It is was reported that that the  ‘Hub’ arrangement for verge cutting is unlikely to continue for 2016 and responsibility for this will return to SCC. Cllr Wyer to contact Cllr Windsor regarding a ‘Lengthsman’s contract’ to potentially fund special cutting arrangements for Dayseys Hill, and also for clearing ditches. The speed limit on Millers Lane, Bellwether Lane Little Collins and Wasp Green Lane is due to be reduced to 30mph before April 2016.

                                               Lloyd Hall – Cllr Gosling reported on the recent AGM. At the meeting the LHMC suggested that the Wells Field, currently used as a recreational area, be permanently surfaced for additional parking. The LHMC will be presenting their proposal at the next OPC meeting on 1st March.

Aviation and Transport Another bus route consultation is taking place. RACC meeting on 13th January was attended by Cllr Frow.

  • Cllr Yeldham reported on possible celebrations for the Queen’s 90th birthday. St John’s will be applying again for funding for stone repairs from the Heritage Lottery Fund.

09/0215Finance                      090215/1 The payments list was approved.

090215/2 MUGA Proposals for repairs see above

090215/3 The Clerk’s report was accepted.

090215/4 The Youth Club has donated £1000 to the playground fund. Since the money already raised for creating the Children’s Play area at the Lloyd Hall falls short of the requirements by about £5000, and because the Outwood Parish Council’s funds in reserve are in excess of requirements, be it resolved that a maximum of £6000 from the OPC reserve funds be made available to complete the work on the Children’s Play area.
