Draft Minutes of the Council Meeting held on Tuesday 13th November 2018
at the Church Room

Also present: Cllrs Bourne and Fitzgerald. Mr A Jones, Mr I Frow and Mr N. Shaw.
13/1101 Apologies Cllr G Wates and Mr J Blackmore
13/1102 Minutes The minutes of the last meeting were approved and signed.
13/1103 Declarations None
13/1104County Councillor Not present and no report
13/1105 District Councillor Cllr Fitzgerald reported that David Hodge is leaving SCC. Wheelie bins for non-recyclable rubbish will be provided from Autumn 2019. Cllr Bourne reported on progress with the tree report at the churchyard. Concern was expressed that there has not yet been enforcement of the refused planning applications at Sawmills.
13/1106 NT NT volunteers have been working on the new section of the churchyard. Wassail at the community orchard on January 19th. The path across the common has been resurfaced.
13/1107 Planning 2018/2129, Windmill Cottage, Outwood Common: Replacement of existing single-storey rear extension. No local objections.2018/2082 Slab Castle Cottage, Prince of Wales Road: Demolition of existing garage and carport and construction and repositioning of proposed garage, alteration of driveway and proposed new entrance driveway gate. No local objections.
13/1108MUGA/Wells Field Nothing to report- funds to be reserved for likely resurfacing
13/1109 Training SALC conference 15th November at Dorking Halls; Cllr Gosling to attend. Cllr Baldock to attend community housing conference.
13/1110 AVM Date to be agreed before the next meeting; suggested speaker from East Surrey Domestic Abuse Service, and/or someone from community led housing.
13/1111Law and Order Police – Not present and no report
Neighbourhood Watch – Some fly-tipping around the village; advice to be put in the Outwood News regarding scam phone calls.
Speedwatch – Mr N Shaw reported on recent activity.
13/1112Reports Highways and Speed Limits. Outwood Lane now reopened following drainage repairs by Harewood House. List of defective road signs have been sent to SCC. Any road-side vegetation which needs cutting back will also be reported.
Lloyd Hall – Expenditure now exceeds income although bookings are strong. The planning permission for additional parking at the Lloyd Hall has been approved. A budget estimate has been given as £13,500 plus VAT.
Aviation and Transport-Mr I Frow reported on the RACC October meeting. Mr A Jones reported on the Gatwick Noise Management Board and the Gatwick Master Plan.
Community – Concerns were expressed regarding TDC’s handling of the stolen basket swing issue; Cllr Fitzgerald to investigate.
13/1113 Finance 131113/1 The payments list was approved.
131113/2 Report from Clerk accepted.
131113/3 Precept approved at additional £500 per annum. Prop: Cllr Gosling, Sec: Cllr Wyer
