Minutes of the Council Meeting held on Tuesday 14th January 2020
at the Church Room

14/0102 Minutes The minutes were approved and signed.
14/0103 Declarations None
14/0104County Councillor Cllr Thorn has reported a tree down on Brickfield Rd this evening.
14/0105 District Councillor Cllr Bourne reported that Toftrees planning permission for moving the gateway has been approved.
14/0106 NT Cllr Baldock reported on the paint tins dumped between NT carpark and cricket club; it will cost £5000 to have them removed safely. There has been further flytipping on other NT land. The Wassail will take place on 25th January from 4pm.
14/0107 Planning 2019/2011 Office, Hillcrest Farm, Scotts Hill: Change of use of a building to office (use class B1) and storage (B8), erection of a small extension and external staircase, installation of rooflights (retrospective). Concerns raised as with previous application. 2019/2178 Hunters Moon Farm, Woolborough Lane, Erection of an extension to a commercial building. No local objections. 2020/53 Cogman’s Farm, Cogman’s Lane, Erection of 2-bay oak-framed carport. No local objections.
14/0108MUGA/Wells Field More quotations for grass-cutting in 2020 to be sought – Cllr Wyer to contact. Surface will need another clean this winter. New goal posts to be purchased with help from Cllr Thorn’s member’s allocation.
14/0109Training Cllrs Yeldham and Baldock to attend CIL Seminar on 30th January. Cllrs Wyer and Gosling to attend Gatwick Northern Runway Project on 6th February.
14/0110 OCCG Liz Peacock reported on the meeting on 25th November in Lloyd Hall; 80 people approx. attended and 30 completed a survey. A feasibility study may be possible to help the Lloyd Hall in becoming more energy efficient. A meeting will be held on 3rd Feb with Carbon Smart regarding switching from oil to renewable energy. Invoices required for meeting costs. Clerk to investigate page on outwood.org website
14/0111Law and Order Police – apologies received.
Neighbourhood Watch –Some fly-tipping reported including a number of tyres left on verges.
Speedwatch –nothing to report.
14/0112 Reports Highways and Speed Limits – some minor flooding at end of Green Lane on to Dayseys Hill. Road sign requested at northern end of Dayseys Hill
Lloyd Hall – Cllr Gosling reported on recent LHMC meetings. The Outwood Show will be on Sunday 6th September. LHMC AGM will be on 31st January
Aviation and Transport-There will be a RACC meeting on Wed 22nd Jan and a LGW northern runway meeting on 6th Feb. The CAA have published their draft post implementation review, with the proposed new route 4 moved 1000 metres north which is the so-called legacy route, ie where it was before 2014/15. Responses to the consultation are required by 3rd February. Outwood Parish Council to consider setting up a sub-committee regarding LGW/aviation.
Community matters- VE Day celebrations 8th May 2020. Village party with hog roast and bbq and music from the period; beacon to be lit.
