MINUTES OF THE MEETING OF OUTWOOD PARISH COUNCIL HELD ON WEDNESDAY 4th October 2023 AT 7.30 PM IN THE CHURCH ROOM, WASP GREEN LANE, OUTWOOD

           

PRESENT:                             Cllrs. Howard (Chair), Baldock, Devlin (Minutes) and Malley

APOLOGIES:                       Cllr. De Wiggondene-Sheppard, Parish Clerk Rodabe Rudin, District Cllr. Gillman

IN ATTENDANCE:             County Cllr Farr; District Cllrs. Farr and Smith

PUBLIC QUESTIONS:

The following questions and points were raised:

  1. Sawmills/Tone: Resident requested an update to the complaint made regarding the site and what action had been taken by the OPC. Cllr Howard confirmed that a letter had been sent to TDC on 26th September to the new Head of Planning requesting an update on the historical development and new activity at the site. Cllr Sue Farr stated that TDC were reviewing enforcement activities and staffing and hoped that this would be resolved in the next few weeks. This has created a backlog. Cllr Malley confirmed that she had reviewed some of the evidence provided by residents and a copy of the letter would be sent to the complainant.

  1. A query was raised of cyclists in Millers Lane that were riding three abreast and in large numbers which meant vehicles could not pass. Cllr Howard was unclear how this could be challenged due to changes in legislation allowing cyclists to ride side by side.

  1. An update was requested on a previous query of the legality of a Surrey Classic Cars Restoration Co  (who now seem to be based on the Sawmills site) and whether the relevant licences to operate on that site are in place. Cllr Howard will email Cllr Gillman for an update.

    1. To approve the Minutes of the meeting held on 6th September – these had been circulated in advance and were proposed for approval by Cllr. Malley, seconded by Cllr. Cllr Farr has assisted with a funding stream which Cllr Howard is progressing.

09/0688                DISTRICT COUNCILLORS' REPORT

Cllr Farr reported that following her meeting with Head of Planning, the issues raised by residents regarding activities at the Dog and Duck have been passed to Enforcement and she will monitor progress.

  1. Application:        2023/1068/T

proposal:             Installation of a new sharable 25m lattice mast replacing existing compound and mast (12m monopole). The tow is host 6no. antennas, 2no. 600mm dish. Installation of new base stations for the necessary upgrade of equipment.

Location:              Fox Platt Fish Pond, Crab Hill Lane, South Nutfield, Surrey

Comment:          This is not in the OPC area and therefore no comments                                                                                                                 

09/0690                TO DISCUSS PROS AND CONS OF DOING A NEIGHBOURHOOD PLAN

Information has been received from Burstow regarding their plan and associated costs in the region of £3,500-£4000. The TDC Local Plan has been not agreed and the neighbourhood plan could sit under this. It was discussed that any sill granted would double if a neighbourhood plan was in place. It was agreed that this would be a topic for the AVM with a possible speaker from TDC.

All the above had been circulated in advance and proposed for approval by Cllr. Malley, seconded by Cllr. Devlin and approved.                                                                                                                           RESOLVED

09/0692                COMMUNITY MATTERS

Ash dieback activities will start again

A litter pick has been arranged to take place on 7th October along Rookery Hill, Daiseys Hill and Green Lane.

09/0693                FINANCE

  1. To Approve Bank Reconciliation – This had been circulated in advance and approved.
  2. To Approve Detailed Receipts and Payments by Budget Heading – this had been circulated in advance and approved.
  3. To Approve List of Payments – This had been circulated in advance and approved.
  4. An email has been received from CAGNE requesting funding for a judicial review. SALC have previously advised PC’s from participating in pressure groups for impartiality. It was agreed that OPC would decline request.
  5. Response from BT – nothing to report
  6. John Manklelow has previously made a request for funding to continue printing Outwood Matters for the next year. Cllr Howard proposed for approval, seconded by Cllr Malley.
