MINUTES OF THE MEETING OF OUTWOOD PARISH COUNCIL HELD ON WEDNESDAY 1st NOVEMBER 2023 AT 7.30 PM IN THE CHURCH ROOM, WASP GREEN LANE, OUTWOOD
PRESENT: Cllrs. Howard (Chair), de Wiggondene-Sheppard, Baldock, Devlin and Malley
APOLOGIES: District Cllr. Gillman
IN ATTENDANCE: The Clerk, County Cllr Farr; District Cllrs. Farr and Smith

PUBLIC QUESTIONS:
The following questions and points were raised by the public:
- Was there any news on the ‘car restoration business’ at Sawmills. – No-one has formally reported this to TDC for investigation and/or enforcement.
- Concern was raised on the increase in activity and potential infringement of planning law at the Tone Scaffolding Site in Green Lane. Representations were made requesting Outwood PC to join forces with other parishes in demanding action from Tandridge District Council. It was pointed out that Outwood PC did not see this situation in the same way. Cllr. Howard was worried about the use of inflammatory language and did not see that as a way forward. It was stated that ‘not liking’ something did not make it illegal. The site employed people in the locality and were also part of the community. The Council must take a balanced view on issues.

11/0697 COUNTY COUNCILLOR’S REPORT – Nothing to report.
11/0698 DISTRICT COUNCILLORS' REPORTS
- A reminder about the Chair’s Charity Quiz Night and that all Parish Councils were invited to take part.
- The Boundary Review – there were no changes to the surrounding area
- Gatwick Airport closed the Inspectorate Portal a day early and this was being looked into

- Application: 2023/1073
Proposal: Change of use from agricultural to gin distillery
Location: Brightleigh Farm, Millers Lane, Outwood
Comment: No objection
- Application: 2023/1244/NH
Proposal: Demolition of existing balcony. Erection of flat roof single storey extension to provide a larger living space which would extend beyond the rear wall of the original house by 8 m, for which the maximum height would be 3m, and for which the height of the eaves would be 3m (notification of a proposed larger home extension)

Cllr. Howard returned to the meeting

Proposal: Details pursuant to the discharge of condition 8 (Contaminated Land Assessment) of planning permission ref: 2022/1612 dated 5th June 2023 for (Variation of condition 2 (approved drawings) of planning application 2021/2035 (Demolition of kennels. Erection of 4 residential dwellings, with associated parking and landscaping) to allow an addition garage/car port with solar panels to serve home 2 and the addition of solar panels to the approved

11/0700 ANNUAL VILLAGE MEETING
The date of 15th April was AGREED on the basis that the speaker on Neighbourhood Planning was available 1.
11/0701 AVIATION AND TRANSPORT
District Cllr. Smith advised that he was unable to join the online meeting. Clerk to check whether Mark Wooller had any further information.
11/0702 COMMUNITY MATTERS
- Dog & Duck – Cllr Mally reported that she had been in contact with TDC and had established that the Funfair was not considered development and therefore no Planning Permission was needed. Regarding noise – it was re-emphasised that residents should complain online. The Parish Council had no powers in these matters. If Park & Ride was to go ahead, Planning Permission would be required. NOTED
THE MEETING WAS SUSPENDED TO ALLOW THE LANDLORD OF THE DOG & DUCK TO SPEAK
- He expressed concern that they were not notified of the meeting. The Clerk stated that individual members of the public are not notified and that the item has been on the agenda for the last few meetings.
- He stated that the pub follows all the rules.
- Loud music is stopped by 11pm and is therefore not a nuisance.
- They have no authority over parking on the verge.
THE MEETING WAS RE-OPENED
- Burial Ground – It was reported that the Planning Inspectorate had visited the site and had agreed that a CPO could be made in principle. Claire Coutinho MP had discussions with Michael Gove, the Secretary of Sate responsible, and he agreed to press TDC to issue the CPO. NOTED
- Sawmills – The Clerk was asked to chase for a response from TDC Planning regarding the Classic Cars restoration business. 2
- Kissing Gates – It was noted that the new kissing gates had been installed by SCC Courtesy of a grant from IGas. A further grant had been applied from through County Cllr. Chris Farr. NOTED
- First Aid Courses – The Clerk to explore the possibility of holding a course in Outwood. 3
- National Trust –
- 3 car parks will be resurfaced
- Looking to instal a kissing gate near the church
- Contractors have been appointed to deal with the Ash Die Back situation NOTED
