MINUTES OF THE MEETING OF OUTWOOD PARISH COUNCIL HELD ON 2^ND SEPTEMBER IN THE LLOYD HALL, BRICKFIELD ROAD, OUTWOOD AT 7.30PM

PRESENT:                             Cllrs de Wiggondene-Sheppard (Chair), Baldock, Devlin, Malley and McIntosh

APOLOGIES:                       County Cllr. C Farr, District Cllr. A Bolton

IN ATTENDANCE:              The Clerk, Mr Alan Jones – GACC, and 19 Members of the Public

PUBLIC QUESTIONS

Update on Route 4 Aircraft – Alan Jones -  Mr Jones’ presentation is attached to the minutes.  There were one or two questions.

There was an updated on the current situation with the land for an extension to the Burial Ground.  It was noted that this land was not common land but in fact formed part of the National Trust estate.  Negotiations are ongoing and it was confirmed that the Parish Council had budgeted for any legal costs involved in the acquisition of this land. Partial costs incurred by the Church had been paid.

It was reported that:

• meetings with the new owners of the Windmill were ongoing.
• TDC had put forward a compromise proposal regarding Tone

1. National Trust – It was reported that:
   1. 1. A new ranger called Olly had been appointed for the area 
      2. The new hard path across common was being built and is proving very helpful
      3. The Trim Trail has been maintained by volunteers

2. Airports – the position on the 2^nd runway will be decided in October
3. Finger Post – the supplier of the finger post has not replied to communications, and this has now been ongoing for 18 months. A draft letter had been circulated in advance, and it was proposed by Cllr. de Wiggondene Sheppard, seconded by Cllr. Devlin and AGREED that this be sent by recorded post with a deadline for response by 19th September.

1. 3. To approve Internal Auditor’s Terms of Reference These had been circulated in advance and were                                                                                                 APPROVED
   4. To approve purchase of storage container for Lloyd Hall – Cllr McIntosh proposed that a storage container up to the value of £200 be purchased to retain in the Lloyd Hall. This was seconded by Cllr. Devlin and                                           APPROVED
   5. To set parameters for Budget 26/27 – It was suggested that two options be presented to include:
      1. Previously allocated monies for the Church graveyard legal costs to reinforce the Parish Council’s support for this initiative.

        The following information had been circulated in advance and were proposed for approval by Cllr. Devlin, seconded by Cllr. Malley and                                       APPROVED
