MINUTES OF THE MEETING OF OUTWOOD PARISH COUNCIL HELD ON 7TH OCTOBER 2025 IN LLOYD HAL, BRICKFIELD ROAD, OUTWOOD AT 7.30PM

PRESENT:                             Cllrs. De Wiggondene-Sheppard (Chair), Baldock, Devlin, McIntosh, and Mally

IN ATTENDANCE:              The Clerk, Mr Andy Needham of Tone, and 6 Members of the Public

PUBLIC QUESTIONS

Extension to the Churchyard:  It was Noted that progress had been made with the National Trust.  Confirmation of the availability of funds as mentioned in the last meeting was asked for.  This would be discussed in the meeting below – The Chairman proposed that, due to the timescales, this item be included in the Agenda below.  This was seconded by Cllr. Malley and it was    SO RESOLVED

Mr Andy Needham of Tone addressed the meeting outlining the background to the business being set up in Outwood and the positive impact it had on the community in terms of employment.  He confirmed that he was very supportive of the community and hoped that would be reciprocated.  Mr Needham was reassured that all planning applications were considered on planning grounds only.  The Chairman emphasised that the Parish Council represented all the residents and businesses in the Parish.

Members were bade aware that the Ivy Hatch Gypsy/Traveller site has been encroaching towards Green Lane.  The Clerk was asked to look into the Planning enforcement requirements.

  • No news on Redhill Aerodrome
  • Cllr. McIntosh was asked to join the Noise Management Board – The Chair proposed that Cllr. McInttosh represent Outwood PC on the Noise Management Board.  This was seconded by Cllr. Devlin.
  • Resolution to Route for problems could be years away
  • There will always be a compromise for Outwood as more planes take off from Heathrow.

  1. To retrospectively approve the Letter before Action sent to Marc Slegg with regard to the lack of goods received or response to the Council’s various communications.  This was proposed by Cllr. Malley, seconded by Cllr de Wiggondene-Sheppard and AGREED

  1. To consider next steps – It was AGREED that this be decided at the next meeting.

10/1172                COMMUNITY MATTERS

  • Friendship bench – email previously circulated .This was discussed and it was AAGREED that this initiative would not work in Outwood as the layout of the village was not conducive.
  • The Clerk was asked to look into the mowing of the Daysey’s Hill verge by Surrey County Council.

10/1173                FINANCE

    1. To consider external Auditor’s Report – This had been circulated in advance and the comments in Section 3 were Noted.  This was proposed for acceptance by Cllr. Malley, seconded by Cllr. Devlin.                                                                                 SO RESOLVED
    2. To consider Budget options as circulated in advance – these had been circulated in advance and it was proposed by Cllr. de Wigggondene-Sheppard that further consideration be given to this at the next meeting with the precept being proposed at a standstill situation (with current costs and expenditures and next year’s values plus £3,000 for the Church and £2,000 for the playground) together with increases of +5% and +7.5% on the previous                 AGREED
